
Maria is originally from Guatemala and moved with her family to Northwest Indiana in 2021. She most recently served as the Water Policy Director for the Hoosier Environmental Council, where she engaged state legislators and agency leaders on critical water issues. She led the Indiana Water Allies, a coalition of more than 40 organizations, community groups, and research centers, working collaboratively to protect and enhance Indiana’s water resources.
Guided by a deep passion for natural resources and conservation, Maria previously served as Guatemala’s Minister of Environment and Natural Resources and as the Executive Director of the Water Fund (FUNCAGUA). In these roles, she was an effective advocate for policies and regulatory frameworks that addressed regional water challenges, including pollution, water scarcity, and threats to natural habitats. Maria also serves as an active member of the Strategic Advisory Group of UN-Water, where she volunteers her expertise to support and assess the implementation of SDG 6 by 36 UN agencies. She has a strong track record of building coalitions and fostering public–private partnerships to advance water quality, conservation, and sustainable development goals.
Maria holds a PhD in Environmental Policy and Planning from Lincoln University in New Zealand; postgraduate water-related studies from TU Dresden in Germany and Purdue University in Indiana; a Master’s degree in Environmental Studies; and a Bachelor’s degree in Biology. Throughout her career, Maria has been recognized for building strong coalitions and fostering public–private partnerships to advance water security, conservation, and sustainable development.
